This was why he was so insistent that Anakin be trained even after the Jedi Council had rejected Anakin from the Order.

After the prophecy was only referenced in the Star Wars prequel trilogy, a canon book, Star Wars: Master & Apprentice, written by Claudia Gray, finally revealed the exact language of the Chosen One prophecy. The book states:
“A Chosen One shall come, born of no father, and through him will ultimate balance in the Force be restored.”
This update finally clarified why Qui-Gon Jinn was so convinced Anakin was the Chosen One; from the moment Shmi said there had been no father, Qui-Gon knew the prophecy referred to him.

Notably, even Master & Apprentice does not explain what balance really means. In fact, this text provided in Master & Apprentice seems to only reinforce that the Jedi may have put their own spin on the prophecy in a way that suited their aims. Evidently, the prophecy didn’t directly refer to the Sith whatsoever, nor did it imply that balance meant the dark side being squashed. In light of this, the true meaning of balance—and by extension, the meaning of the prophecy itself—is something Star Wars movies and TV shows still must explain.
The Chosen One Prophecy Implies The Force Had Been In Balance Once Before
One Subtle Detail In The Chosen One Prophecy Raises Fascinating Questions
Although the language of the Chosen One prophecy did not reveal the true meaning of balance, there was one word within the text that had major implications not only for the prophecy but also for the history of the Force itself. In the prophecy, it says that through the Chosen One, balance in the Force will be “restored.” This means that the Force was previously in balance at some point in the Star Wars timeline.
This raises serious questions about when the Force was in balance, what that meant, and when and how the Force fell out of balance. In terms of when, there are some hints in Star Wars canon. For one, the prophecy is estimated to have been written around 1,500 BBY (Before the Battle of Yavin), meaning the prophecy predates the High Republic Era. This may mean that the Force was in balance at some point during the Old Republic (25,000-1,000 BBY), at which point it may have lost balance, thus requiring the prophecy.

Many questions clearly remain regarding the Chosen One prophecy and the definition and history of the Force being in balance, but Ahsoka season 2 may reveal many if not all of these answers. Throughout Ahsoka season 1, there were numerous references to the Mortis Gods, most obviously in the Ahsoka season 1 finale when Baylan Skoll stood atop a statue of the Gods on Peridea. Baylan and his hunt for the Gods in particular may be where these answers lie.

It’s also worth noting, the Mortis Gods representing the light, the dark, and balance does suggest the Jedi interpreted the prophecy incorrectly by assuming the dark side had to be destroyed.
In addition to Baylan actively seeking information on the Mortis Gods, he is also convinced that Peridea is where the Force fell out of balance. Given the Mortis Gods have such a presence on Peridea, they may be tied in some way to the Force losing balance. Whether they are or not, though, Ahsoka season 2 is perfectly primed to reveal how balance in the Force was lost.
Perhaps most important of all, the Chosen One himself is now confirmed to be on Peridea. In the final moments of Ahsoka season 1, Anakin Skywalker appeared as a Force ghost on Peridea, watching over Ahsoka Tano. This makes it seem all the more likely that Ahsoka season 2 will finally address the remaining questions about the Chosen One prophecy.
